The app in question is 'Straight Outta Meme Maker', which essentially lets you create 'Straight Outta' memes, while it offers a layer of customization as well. Using this application you can add any text you want to the 'Straight Outta' caption, while you can also add a photograph to be placed behind it. You can either choose to take a picture on the stop, or pick one from your gallery, it's up to you. Now, this app does offer a couple of editing tools as well, in case you need those, but as I've mentioned already, this app is pretty simplistic and you won't find any more 'serious' tools in here, like you would in a photo editing app. You can change the size of the text, move your content and fit bigger words in there, for example, there are a couple more editing tools available on top of this, and that's it. This application is certainly not for everyone, but it's a fun app if you need / enjoy such signs. The app also lets you share your creation by the way, you can share your image directly from the app to Facebook, Twitter, Instagram, Snapchat or any other social media website for that matter.
